This joint guidance document represents collaboration between the Virginia Department of Education (VDOE) and the Virginia Department of Social Services (VDSS) to implement the provisions of the Fostering Connections to Success and Increasing Adoptions Act of 2008 (Fostering Connections) to ensure school stability for children in foster care. This guidance applies to initial and subsequent residence placements while children are in foster care.
